Rule 1: “Lien” Instead of Total Freeze

The Rule: Banks are now instructed not to freeze the entire bank account. They must only place a “Lien” (hold) on the specific disputed amount. The remaining balance remains available for the user. This is a major shift from the old practice that caused hardship to innocent people.
